CONSTITUTION:A CPU 1 reads the data of a water level gauge 4 and inputs the water storage level of a dam. Next, it is decided whether or not a total discharge quantity Q1 is larger than a total in-flow quantity Qi, and when it is larger, the calculation of Q0-Qi is executed. It is decided whether or not the value is larger than a flow quantity deciding value DELTAQ, and when it is larger and the conditions are established three times, the CPU 1 issues the command to a driving device 7 at the rate of one time and executes the opening action of a gate 6.
