CONSTITUTION:A CPU 1 reads the data of a water level gauge 4 and inputs the water storage level of a dam. Next, it is decided whether or not a total discharge quantity Q1 is larger than a total in-flow quantity Qi, and when it is larger, the calculation of Q0-Qi is executed. It is decided whether or not the value is larger than a flow quantity deciding value DELTAQ, and when it is larger and the conditions are established three times, the CPU 1 issues the command to a driving device 7 at the rate of one time and executes the opening action of a gate 6. When Q0 is smaller than Qi, the calculation of Qi-Q0 is executed, when the conditions, in which the value is larger than DELTAQ, are established three times, the CPU 1 issues the command to the device 7 at the rate of one time and the closing action of the gate 6 is executed. Next, the CPU 1 inputs the opening closing condition data of the gate from the device 7 side and when the target is reached, the processing is completed.
