PURPOSE:To accurately inspect the coating state of a coating agent by varying a set level according to the state of the surface of a material to be coated before the coating agent is applied and deciding the coating state of the coating agent from the varied level. CONSTITUTION:The state of the surface 21a of the material 21 to be coated is scanned by a photoelectric sensor 1 before being coated, and detection signals S1-S3 are sampled and held 7-9, AD-converted 10, and stored in a memory 12. The set level is selected according to the intensity of reflected light on the surface 21a of the material 21 to be coated, so whether or not the coating state of a primer 22 is normal is accurately inspected. Further, a photodetector 3 separates three colors by color discriminating elements 4-6 and puts them together to obtain a detected value DD, so the set level is accurately selected according to the state of the surface 21a of the material 21 to be coated and the coating state of the primer 22 is accurately detected.
