PURPOSE:To prevent an error originating from the manufacture accuracy of a pulse source from occurring by dividing the minimum number of constant- period pulses that the pulse source can output by a maximum frequency which is inputted possibly and thus obtaining a gate time. CONSTITUTION:Pulses generated in proportion to the rotating speed of a rotary body which rotates with the fluid energy in piping are inputted to an AND gate 1 and a pulse counter 2. The output of a gate time comparator 15 is supplied to the other terminal of the AND gate 1 and a measurement timer 3 is started with the output signal of the gate 1 to clock the time. The timer 3 counts clock pulses from a reference clock generator 45 and every time the output of the gate 1 goes up to H, it is written in a memory 5 and also compared with a last value by an interval time comparator 6. Then the data in the memory 5 and timer 3 are switched according to the comparison result and inputted to a flow rate calculator 8.
