PURPOSE:To prevent the degradation of a signal due to Y/C separation by generating and recording a prescribed frequency division multiplex signal based on an input signal without separating a luminance signal and a chrominance signal from a band sharing multiplex composite signal at all. CONSTITUTION:A frequency modulated luminance signal and a low band converted chrominance signal are generated from signals Y and C coming to input terminals 100 and 101, and they are multiplexed in frequency division and are recorded on a recording medium by a recording means. Consequently, input signals are converted to the frequency division multiplex signal without passing a Y/C separating circuit at all and are recorded in a recording system. In this case, the extent of emphasis is sufficiently increased in a subemphasis circuit 60 having the nonlinear characteristic, which is set to T>Ts>T/(X+1) where Ts is the time constant and X is the extent of emphasis of a coefficient circuit and T is the time constant corresponding to the frequency for the start of emphasis efficiency, because there are not chrominance signal components in the luminance signal which cannot be removed by a Y/C separating circuit.
