PURPOSE:To receive a transferring service desired by a caller by providing a service request detecting means to detect a service request from a calling terminal. CONSTITUTION:At the time of the busy of a called person, when the user of a calling telephone terminal 2A dials the special number of a transferring request, a central control device 11 detects this with a service request detecting means and detects the transferring destination information corresponding to the called terminal in a service information storing memory 13. When the transferring destination information is detected, the central control device 11 executes the transferring processing based on the transferring destination information. When a calling telephone terminal 2A executes a step call request with a special number, the service request detecting means of the central control device 11 detects this and a step calling processing is executed.
