NEW MATERIAL:A phthalazine derivative shown by formula I (R<1> is amino or nitro; R<2> is H, alkyl or halogen; R<3> is alkyl or halogen). EXAMPLE:6,8-Dimethyl-5-nitrophthalazine. USE:Useful as an agricultural and horticultural fungicide, useful for controlling plant blights such as blast of rice plants, having excellent fungicidal effects and low phytotoxicity to useful crops. Effective against resistant fungi. When the fungicide is used, the novel compound may be directly used as it is and preferably the compound is processed into the form of emulsion, dust, etc., and used. PREPARATION:As shown by the reaction equation, a phthalazine derivative shown by formula II is reacted by the ordinary nitration reaction, for example, with potassium nitrate in fuming nitric acid at 0-100 deg.C to give a compound shown by formula I-a, which is further reduced to give a compound shown by formula I-b.
