PURPOSE:To reduce the probability of mislock-on occurrence to a nontarget such as a sea surface clutter by measuring fluctuations of a tracking point before lock-on operation and outputting a guide signal only when the measured value is smaller than a prescribed value. CONSTITUTION:A movement quantity arithmetic circuit 14 calculates the movement quantity between target movement data of one frame based upon target image pickup data which is sent from a target point determining circuit 9 and target position data passed through a one-frame circuit circuit 12 and an N- frame integration circuit 16 integrates data by N frames. Only when this integration result is smaller than the prescribed value, a decision circuit 18 outputs a high-level decision signal and when the fluctuation measured value of the tracking point is smaller, an AND gate 19 is opened to apply a lock-on signal 11 to a data FF 20. Then the output of the FF 20 is outputted as the guide signal to reduce the probability of mislock on occurrence to a nontarget such as a sea surface clutter.
