PURPOSE:To develop the strength of cement mortar by a method in which cement mortar is placed by a given height in water of a water area divided by revetments, and a water-permeable sheet is horizontally placed on the top of the mortar in a repeating meanner. CONSTITUTION:A partition wall 3 to divide a construction section in an adequate area according to the distance between revetments B is vertically set. Cement mortar 1 is placed by a given height in every construction area on the bottom under water through a tremie tube 4, and a sheet 2 is horizontally placed on the top of the mortar 1. The mortar 1 is placed on the sheet 2, and the sheet 2 is placed on the mortar 1 in a repeating manner for every fixed depth. Since the bonding effect between the mortar and the sheet can be expected, the strength of the structure can be raised.
