PURPOSE:To make a horizontal phase constant or set within the range of the position relation of a chrominance sub-carrier by setting the phase of a video signal to an initial value at the time of the input of a component signal and newly controlling near to an initial phase at the time of the input of a standard composite video signal. CONSTITUTION:At the time of the input of the composite video signal, a switch 37 is connected to the upper side of a drawing by an input switching signal 39. A signal Y101, a signal R-Y102, a signal B-Y103 separated and demodulated by a decoder 36 are guided to a frequency modulator 4 and a time base compressor 5. At the time of the input of a component signal, the switch 37 is connected to the lower side of the drawing, signals Y, R-Y, B-Y inputted from terminals 1-3 are similarly guided to the frequency modulator 4 and the time base compressor 5. In any case, the signal Y is modulated in a frequency modulator 4 and recorded on a tape by a head 7. A time base compressed chrominance signal has a first signal indicating the start of a first successive recording and a second signal generated in an editing index generator 41 in an adder 42, is guided to a frequency modulator 6 and recorded on the tape from a head 8.
