PURPOSE:To obtain a phase lattice or lense having high transmittance causing no disturbance in transmitted wave surface by constituting the lattice or lens of a layer of phase lattice or lens, an intermediate layer, and a substrate each comprising a specified org. high molecular material. CONSTITUTION:At least one layer of intermediate layer having different solubility for a solvent is(are) interposed between a layer of phase lattice or lens and a substrate layer in a transmitting type phase lattice or lens constituted of a substrate comprising an org. high molecular material and a phase lattice or lens layer comprising an org. high molecular material. Detailedly, the phase lattice or lens is constituted of a phase lattice layer or a lens layer 1 consisting of a transparent org. high molecular material (a), at least one layer of intermediate layer 2 consisting of an org. high molecular material (b) having a different solubility for a solvent from the high molecular material (a), and a substrate 3 for supporting a waveguide layer and the intermediate layer, the high molecular material (b). By this constitution, a phase lattice or lens having satisfactory transmitted wave surface and satisfactory transmittance is obtd.
