PURPOSE:To eliminate a gap between a cylindrical core and a coil and to pre vent folding flows by pressing a coil in the diametral expansion direction not to deform the cylindrical core by a winding reel before winding, raising a diame tral expansion force of the winding reel to match to a raise of a winding tension during winding, and to control the force to be a prescribed diametral expansion force. CONSTITUTION:A metal strip 10 is tightly wound with several windings and a winding tension is raised after winding is started by installing a cylindrical core 1 on a winding reel 11 and by use of a wrapper roll 12. Measurement of the raising winding tension is performed by detecting an electric current amount of a motor 15 proportionally generated to the winding tension by a detector 18. Then, the detected current amount is converted into a signal by a signal converter 19 and the signal is sent to a hydraulic servo valve 20 and a hydraulic oil of a hydraulic unit 21 is supplied to an expansion-and-contraction cylinder 16 by the signal to expand the winding reel 11. Then, a diametral expansion force of the reel 11 is raised in proportion to a raise of the winding tension and is controlled to be a prescribed diametral expansion force.
