PURPOSE:To aim at improvement in sealing capacity as well as to prevent any lock due to friction between oval vanes, by inserting an oval ring into an interspace between an outer circumference of the oval vane and a cylinder inner surface. CONSTITUTION:A motor 11 is rotated and each minor axis of oval vanes 6 is set to a right angle with each axis of end connections 2a and 2b and the tip side of each major axis to the end connection 2b, respectively. Then the rear end side is set to a position of another end connection 2c. At this time, these end connections 2b and 2c as well as 2c and 2d are all interconnected with one another. Next, when a rod 5 is rotated as far as 180 deg. by the motor 11, these end connections 2a and 2c as well as 2d and 2b are all interconnected this time. During this action, circular vanes 7 are intercepted of leakage to be produced between the connecting pipe 2d and the outside by a circular ring 10 and that between connecting pipes 2a and 2d by an oval ring 9, respectively.
