NEW MATERIAL:A perfluoroalkenyloxyphenol shown by formula I (R<1> is OH or group shown by formula II; R<2> is H, OH, 1-4C alkyl or group shown by formula II; X is 6-14C perfluoroalkenyl) or a derivative thereof. EXAMPLE:4-Perfluorononenyloxyphenyl methyl ether. USE:A raw material for fluorine-containing phenolic novolak resin and fluorine- containing epoxy resin having excellent water resistance and heat resistance. PREPARATION:For example, a monoalkoxy (or acyloxy)phenol shown by formula III (R<21> is H or alkyl; R<3> is alkoxy or acyloxy) or an alkyl derivative thereof is reacted with a perfluoroalkene shown by the formula XF to give a compound shown by formula IV, which is reacted with a halogenating agent shown by formula HZ to give a compound shown by containing I wherein R is OH and R<2> is H or 1-4C alkyl.
