PURPOSE:To improve characteristics and response by comparing the counted values of 1st and 2nd pulse counters which are reset and switched when the edge of a pulse signal from an encoder is detected to count a pulse signal for measurement alternately, and selecting and converting the larger counted value into a speed signal. CONSTITUTION:When the edge of the pulse signal P from the incremental encoder 2 is detected, the 1st and 2nd pulse counters are reset and switched to count the pulse signal for measurement. Then the output terminals of the counters 3 and 4 are connected to a speed converting means 6 which has a code converting circuit 18 through the selection switch 12 of a selecting means 11 to send out a final speed signal through a latch circuit 19 which receives and latches a signal generated by dividing the frequency of the pulse signal CK for measurement from a clock generating circuit 9. Then the frequency of the pulse signal CK is increased and the counting ranges of the counters 3 and 4 are increased to obtain necessary accuracy and a measurement range. Thus, the high accuracy and fast response are obtained.
