PURPOSE:To evade the uselessness of a buffer capacity which is formed into packets by acquiring the buffer memory having optional length from a common buffer at every channel and writing and reading data so as to execute packeting. CONSTITUTION:By acquiring buffer quantity corresponding to the communication traffic quantity the packet of each channel set in a communication information table 102 from the common buffer 101 at the time of setting calls, a buffer acquiring means 103 forms the buffer for making packets peculiar to each channel and occupies it till the completion of communication. A write and read control means 104 writes the input data from a multiplex line in the buffer acquired corresponding to each channel according to the information set in the communication information table 102. When the written data becomes specified quantity, which should be packeted, set in the communication information table 102, it is read out and it is made into the packets so as to be transferred to a packet exchange network by adding a header previously set at every channel to the data.
