PURPOSE:To obtain a thick coated film by forming an outside wiping mechanism with a doughnut wiping plate with a radial slit formed at the inner periphery to be brought into contact with a raw pipe, and providing a sponge wiping plate close to the outside of the wiping plate CONSTITUTION:The input side sealing mechanism and outside wiping mechanism for coating a primer are provided, and the raw pipe 1 of plastic coated steel pipe is pierced through the mechanisms. The outside wiping mechanism is formed with the doughnut wiping plate 22 with a radial slit 23 formed at the inner periphery to be brought into contact with the raw pipe 1, and the sponge wiping plate 24 is arranged close to the outside of the wiping plate 22. As a result, the primer can be thickly coated.
