PURPOSE:To improve the compression efficiency of a picture signal coder, by compressively coding picture signals by using 1st and 2nd codes after generating the 1st and 2nd codes in such a way that the number of '1' or '0' in the picture signals of an (nXn) block is counted and converted into the 1st code, and the 2nd code showing the distributed state of the '1' or '0' is generated. CONSTITUTION:Storing circuits 5-8 which are capable of writing and reading out picture signals of (n)-scanning lines quantity, shift registers 9-12 which hold picture elements corresponding to an (nXn) block composed of (n)-picture elements in both main and auxiliary scanning directions read out from these storing circuits 5-8, and the 1st code generating circuit 13 which counts the number of '1' or '0' contained in the picture signals in the (nXn) block held by the shift registers 9-12 and outputs the number after converting it into the 1st code, are provided. In addition, the 2nd code generating circuit 14 which generates the 2nd code showing the distributed state of the '1' or '0' in the picture signals of the (nXn) block held by the shift registers is also provided and the picture signals are compressively coded by using the 1st and 2nd codes. Therefore, the quantity of data can be effectively compressed.
