PURPOSE:To maintain excellent picture qualities against both still and moving pictures, by changing parameters for signal processing in accordance with the movement of picture in the course of signal processing in a time-vertical frequency area. CONSTITUTION:Signals YF, from which components which become folded distortion are removed, are produced from luminance signal Y by means of a time- space filter 1. The signals YF produces signals of (1-k)Y0+kYF at a mixing circuit 10 together with signals Y0 which are produced by correcting the delayed amount of the filter 1 at a delay circuit 1. The (k) is a numerical value which is determined in the range of 0-1 in corresponding to the detecting level of a level discriminating circuit 8 when a component which becomes folded distortion is detected at a folded component detecting circuit 6. Namely, only when the component which becomes folded distortion exists, this constitution uses the signal of the time-space filter 1 and deterioration of picture quality, such unclear pictures, etc., is eliminated at the time of moving pictures.
