PURPOSE:To permit easy formation of a plastic plate which can refract light regularly by projecting active rays via a negative film having a regular pattern to an active ray curing type resin to change the refractive index thereof. CONSTITUTION:An example of the negative film having the regularly arranged pattern of a grid shape or circle, spot, etc., is obtd. by repeating reduction photographing of an original picture. A contrast ratio, i.e., the area ratio or spot or line intervals of the white parts and black parts can be freely changed and adjusted by the degree of the reduction of the original picture. The negative film 2, the photosetting type resin 4, a glass plate 3, etc., are disposed and the photoirradiation by parallel rays 1 is executed through the negative film 2. The resin of the active ray curing type is not particularly limited if the resin is such a resin, the polymn. of which is initiated by a photopolymn. initiator. The easy formation of the elastic plate which can refract the light regularly is thus permitted.
