PURPOSE:To reduce a pre-load when a rolling roll is lifted at the time of rolling and to prevent a severe external force from being loading on a rolling roll shaft by lifting a supporting plate of a supporting roll provided downward a roller frame to control the pre-load. CONSTITUTION:When a metallic material 36 is fed from the direction shown by an arrow 37, and a driving shaft 23 is rotated, the famed 18 is supported through a crank arm 24 and a crank rod 21 as shown by arrows 38 and 39, the material 36 is subjected to flattening worked. At this time, by interlocking a rack 16, a pinion 19 and a sectional gear 40 fixed on the shaft 10a of the rolling roll 10 mutually, the roll 10 is rotated to pressurize and roll the material 36. Then, the rolling reduction force of the roll 10 is controlled and screws 6, 6a are rotated simultaneously through a worm 25, bevel gears 27, 28, etc. In this way, wedges 4, 4a are moved in the direction 41, 41a or the direction 42, 42a, supporting plates 5, 5a are lifted in the direction of the arrows 43, 43a or the direction 44, 44a to control the pre-load in proportion to the rolling reduction force of the roll 10.
