PURPOSE:To shorten transmission time by constituting the titled equipment with the coding part of an image signal, an arithmetic part that calculates a necessary minimum transmission bit number from a predicted recording time supplied by a recording time prediction part and the line speed, and and addition part that adds fill equivalent to said bit number to a code supplied by the coding part. CONSTITUTION:The coding part 1 encodes image signals 5 equivalent to one line, then transmits them to a fill adding part 4, and simultaneously informs the part 4 of the quantity of codes. The recording time prediction part 2 predicts a necessary recording time of a receiver from the image signal 5, and informs the result to the minimum transmission bit number calculation part 3. The calculation part 3 calculates a minimum transmission bit number from the predicted recording time and a bit of line speed information 9, and informs a resulting value to the fill adding part 4. The adding part 4 compares a code from the coding part 1 with the minimum transmission bit number from the part 3 with each other, and adds lacking quantity of fill codes to the image codes only when the quantity of codes generated by one line length is less than the minimum transmission bit number of this one line, and outputs the codes as codes 11 to a line. In such a way, the addition of fill codes is suppressed to the minimum.
