PURPOSE:To permit room cooling in a car to be effectively performed, by increasing an idling speed of a running engine, which serves also for a driving source of a refrigerant compressor for a refrigerating cycle, when a vehicle of bus or the like detects its door to be placed in an opening condition. CONSTITUTION:A blower switch 25 is in a closed condition, and if a room cooling switch 26 is turned on, a device controls a relay coil 31 to be electrified through a control circuit 30, conducting an electric current to an electromagnetic clutch 4 and an electric-motor driven fan 6. In this way, the device, placing the electromagnetic clutch 4 in an on-condition, drives a refrigerant compressor 3 by an engine 1. Under this condition, a vehicle stops, and if an idling speed of the engine 1 decreases to a predetermined value or less, the device increases the speed of the engine 1 to the first idle-up speed through an idle-up function unit 14. Next the device, if a door for getting on and off is detected to be opened by an opening and closing switch 28, increases the engine speed to the second idle speed through an idling speed increasing means 20.
