PURPOSE:To realize highly efficient error control and at the same time to prevent miscorrection for improvement of reliability, by deciding based on the output of an error pattern generating part and the output of a reliability deciding part whether a produced data error is correctable or uncorrectable to perform the error correction only. CONSTITUTION:A reliability deciding part 7 monitors the output of an error pattern generating part 5 and decides the reliability of a transmission line 3 from the data error generating frequency and the error scale. A correctable state deciding part 8 decides based on the outputs of both parts 5 and 7 whether the produced data error is correctable or uncorrectable to avoid the miscorrection and to perform the detecting action only. Then the part 8 optimizes a correctable limit. Thus it is possible to ensure the satisfactory error correction with high reliability of the line 3 and to prevent the miscorrection with low reliability of the line 3 respectively.
