PURPOSE:To dispose immediately after a related character by similarly treating the character to a frame when the height of the frame is smaller than a line interval. CONSTITUTION:Document information supplied from a document information supply means 21 is judged to be character information or frame information by a character/frame judgment means 22. At the time of the character information, it is judged to an ordinary position by a character/frame position decision means 24. At the time of the frame information, whether the height of the frame > the line interval is established or not is judged, when the height of the frame is smaller than the line interval, the position of the frame is decided to be an equal position to the character by the character/frame position decision means 24. When the height of the frame is larger than the line interval, a processing equal to the conventional one is carried out by a dynamic position decision means 25 similar to the conventional one. Thereby, the document which cannot be formed or takes much labor for forming can be easily formed and further various types of document representations can be attained.
