PURPOSE:To simplify the manufacturing process without any inconvenience in outer appearance of an electric heater by a method wherein a thermal molting film layer is applied to the rear surface of a surface member, an insulator member and an exposed portion of an overlapped surface member are made integral with a heating line and a temperature sensing line, bent back to a rear surface of the insulator member heated and press fitted. CONSTITUTION:A heat-weldable film 32 is adhered in advance to one surface of an upper cloth 31, a heating wire l=1 and a temperature detector wire 2 are adhered to the upper cloth 3. The upper cloth unit and the heat generating wire 1 are placed down with their upper surfaces being faced upwardly and an insulator material 4 is mounted at a desired location. In this case, the insulator material 4 has a smaller shape than the upper cover member 3, each of the substantial four sides is placed to have a marginal part of the bent-back part 33 of the upper cover member. If the bent-back part 33 is heated and press fitted while being bent back to the rear surface of the insulator 4, adhesive at the central part of the main body and end surface treatment at the side end portions can be performed simultaneously.
