PURPOSE:To decrease the number of times of use of a time adjusting code, and to contrive to shorten a transmission time by providing a receiving buffer having a suitable capacity on a reception side, and executing a transmission without putting the time adjusting code until a prescribed state is obtained in a transmission side. CONSTITUTION:A reception side informs the receiving buffer capacity of its own machine and the minimum transmission time to a transmission side, and the transmission side stores them in a RAM 3. In the transmission side, picture information is send out successively to a line by a MODEM 5 and a network control circuit 4. Also, the number of transmission data D1 is counted, and also, the number of data D2 of one line is counted. Subsequently, when the picture information of one line is ended, the number D1 and the receiving buffer capacity D0 are compared. While the number D1 is below the capacity D0, the processing for adding a time adjusting code is not executed, and following the picture information, a line end code is transmitted. Also, after the number D1 has exceeded the capacity D0, the number D2 and the number of the minimum data are compared, and in case of D2-D0, the line end code is sent, following the picture information. In case of D2<D0, the time adjusting code is transmission, following the picture information.
