PURPOSE:To improve a toner replenishing property by using a material which applies desired electrostatic charge to a toner by the triboelectrostatic charge with the toner to form the surface part of a developer transfer member. CONSTITUTION:A magnet body 7 for transferring the toner is provided near the developer transfer member 4 in such a manner that the toner particles in a toner container is sufficiently replenished on the developer transfer member 4. The surface member 4C of the member 4 is formed of a material with which the triboelectrostatic charge with the toner particles is executed. The toner is previously deposited on the member 4 by the electrostatic force generated by the triboelectrostatic charge and the toner layer is controlled by a toner control member 5. The toner replenishing property is thereby sufficiently enhanced.
