PURPOSE:To previously prevent harmful substance from being transferred to the circumferential ground even if the harmful substance is leaked from an establishment housed with waste, by collecting underground water of the periphery of the establishment housed with waste and subjecting it to adsorption treatment through an adsorbent layer and thereafter discharging it. CONSTITUTION:The underground water of the periphery of an establishment 2, 3 housed with waste 4 is collected and subjected to adsorption treatment through an adsorbent layer 5 and thereafter discharged. Therefore even if harmful substance is leaked from the inside of a pit 2 and eluted into underground water, it is subjected to adsorption treatment and removed and thereby it is not transferred to the circumferential ground and underground water and contamination of the periphery can be prevented.
