PURPOSE:To prevent a load from being concentrated on a specified repeater, by selecting a repeater on which light load is put observing from a terminal, and issuing a call to the repeater when communication is performed between two terminals via plural networks. CONSTITUTION:When the communication is performed between the terminals T1 and T2, the terminal T1 finds a remaining repeater R1 except the repeater RALPHA set at a busy state out of the repeaters R1 between the packet switching networks PN1 and PN2 and the number (n1) of calls between the T1, and the minimum value nmin, and finds the repeater Rmin corresponding to the minimum value, and performs the relay of a call issuing packet from the T1 to the T2. Thus, by selecting the repeater in which the minimum number of calls exists judging from its own terminal and performing a call issuing operation, it is possible to evade the concentration of the load on the specific repeater.
