PURPOSE:To make it possible to perform ascent-descent control through an ascent-descent control valve while performing clutch control by forming an ascent-descent control circuit by connecting a hydraulic pump directly to the ascent-descent control valve in a clutch control circuit. CONSTITUTION:An ascent-descent control valve 20 is formed in a stack valve configuration together with a clutch control valve 18 and a steering control valve 86 or the like, and a bypass passage 100 is provided at an ascent position where an ascent-descent hydraulic cylinder 84 is switched to an ascent position. Thus a control circuit is formed so as to transmit hydraulic pressure from a hydraulic pump 22 to a hydraulic cylinder 84 through both a route going via a clutch control circuit 17 and a linear bypass route not going via the circuit 17.
