PURPOSE:To have convergence into a target value for a short period of time by judging whether any external load is applied, and by adopting as feedback control initial value the feedback correction amount in the condition with no external load when any change occurs in the external load condition. CONSTITUTION:An external load sensing means A is furnished to judge whether any external load is applied and what the type is, and the open loop control valve is computed using a map by a calculating means according to the output signal therefrom. The target revolving speed is calculated at another calculating means D from external load judging signal and a coolant temp. sensor C, and difference from actual revolving speed is determined by a comparator means E. According to the difference in revolving speed thus obtained, the feedback correction amount of aux. air amount is calculated at a feedback control value calculating means F. At a control valve calculating means G, the open loop correction value is added to the feedback correction valve, and on the basis of the added result, the degree of opening of a control valve 10 is controlled.
