PURPOSE:To easily produce high strength steel member having step part, by straightening deformation of bend, etc., developing at the time of quenching after quenching whole surface of steel-made raw material, forming the step part by machining and further executing laser quenching. CONSTITUTION:Carburizing and quenching treatment is executed to whole surface of round bar steel-made raw material 10 and the quenched raw material is fitted to a rotating support device 18 and the bend of the raw material 10 developing at the time of carburizing and quenching is straightened by a straightening device. Next, while rotating at high speed after fitting it to a lathe 24, groove-formed part is heated and softened by laser beam 28a from a laser device 28 and the grooves 22 are cutted by an edge 26 of cutting tool. As the quenched zones of the bottom faces and side faces of the groove part 22 are removed by cutting and the soft steel raw material is exposed. Therefore, the worked product is fitted to a rotating support device 18 and the bottom faces and side faces of the grooves 22 are radiated by the laser beam 32a from a laser quenching device 32, while rotating it and after melting there, they are hardened by self-cooled quenching. The steel-made member having step part and excellent strength without any deformation is easily produced.
