PURPOSE:To manufacture a temperature sensor simply and at a low cost, by providing a layer containing a water resistant resin and a chain system surfactant held being entangled therewith corresponding to an electrode. CONSTITUTION:At least one or two kinds or more of chain system surfactants selected from a group of a cation surfactant such as fatty acid alkaline salt, alkyl sulfate, alkyl sulfonate and ampholytic surfactant such as polyacrylic amide is mixed with a resin such as ammonium carboxylic methyl cellulose at a specified rate and dissolved to obtain a moisture sensitive raw liquid. Then, a sensor substrate is dipped into the moisture sensitive raw liquid and a moisture sensing layer 3 is provided on an alumina substrate 2 composing comb-shaped electrodes 1a and 1b. Thereafter, the product is dried and a processing of making the ammonium carboxylic methylcellulose insoluble is performed by heat treatment to obtain a moisture sensor.
