The component and the means are usable especially by persons with impaired eyesight. The device comprises an integral electrical power supply, a random-access memory 14, 18 of which at least a part is non-volatile, vocal output means 26, 28 and a data input keyboard with keys for acquisition and insertion of characters 38 and a set of function keys 42. The keyboard also includes a bank of tactile sensors 44 and the memory 14, 18 is equipped with addressing means 16 making it possible to displace an observation window in the said memory in response to the insertion of orders with the aid of the function keys 42 and with means for selection, from the consecutive information elements stored in memory, in the window in response to the activation of a tactile sensor 44. <IMAGE>
