PURPOSE:To obtain an exact moisture value by determining the oscillation frequency of an oscillation circuit with the capacity between detecting electrodes with a material to be measured as a dielectric material and converting the frequency value to the moisture value corresponding thereto. CONSTITUTION:A sensor body 9 consisting of the 1st and 2nd electrodes 41, 42, a level gage and the oscillation circuit is controlled by a control circuit 8. the control circuit 8 reads the measured value of a counter 11 first into an f0' register 15 of a correction computing part 14 right after the time when the level gage no longer detects the particulate matter. The computing part 14 executes the computation by a correction processing means 20 in accordance with the three terms of the respective registers 15, 167, 17 and the two terms of the f0 register 18 and fOS register 19 read from the 1st and 2nd digital switches 12, 13. The frequency value fM after the correction is inputted to a computing means 21 in which M=F(fM) is written at the time of the correction for delivery. The moisture value M is thus calculated and determined.
