PURPOSE:To drive a pump under high efficiency and to save electric power consumption by opening/closing plural valves in accordance with working condition of each equipment, adjusting supplying water quantity to each equipment and driving as selecting the prescribed pump based on the supplying water quantity to each equipment. CONSTITUTION:Operational conditions of molds 12, roll group 14 and cutting machines 16 for first-fifth CCM are given to an arithmetic unit 42 from a CPU 40. The arithmetic unit 42 calculates respectively the necessary cooling water quantity and also the necessary water quantities are added to each equipment, to find respectively the sum of the necessary water quantity and divide into the capacity per one set of the pump in the pump groups 22, 32, to find number of the pumps. An input device 44 outputs a signal, which opens/closes each electrically operated valve 26, 28, 36, based on the signal from the arithmetic unit 42. On the other hand, when the arithmetic unit 42 outputs the necessary number of the pumps to a program device 46, the pump to be driven in the pump groups 22, 32 is selected one by one, to output to an input device 48.
