PURPOSE:To compress image information at high speed by executing the MH encoding processing, outputting precedingly an MH code corresponding to a signal to be processed next and outputting simultaneously plural MH codes corresponding to plural changing points in the signal to be processed. CONSTITUTION:First four bits of image information are shifted to a register 104 and next four bits are shifted to a register 103. By the combination of the white and black of four bits of the image information shifted to the register 104 in parallel, a different encoding action is executed. A control circuit 105 controls the switching of the encoding action. The control circuit 105 communicates the information that how many number of picture elements there is by counting from contents a0 of the register 104 up to the first changing point, to a ROM 109 by means of a signal I. A ROM 111 impresses the number of picture elements not determined in the register 104 to a counting circuit 107 by means of a signal P. When the changing point does not exist at the contents 4 bits of the register 104 and b0 is the changing point, a ROM 110 is enabled.
