PURPOSE:To make a device small in size and low in cost by outputting a control signal in a pulse state to a terminal apparatus from a main control device, inputting an operation monitor signal in the continuous pulse state of a static or a prescribed duty from the terminal apparatus and outputting a static monitor signal to the main control device. CONSTITUTION:When the operation monitor signal in the continuous pulse state of the prescribed duty is supplied to monitor input terminals M1 and M2 by a room airconditioning 9, the photo coupler 31 of an insulation isolation part 30 is turned on and off according to the state of the continuous pulse. When the photo coupler 31 is turned on, the condenser 37 of a signal smoothing part 34 is charged through registors 35 and 36. Then electric current flows through a registor 38 and a transistor 40 is turned on. When the photo coupler 31 is turned off, discharge current flows to the transistor 40 from the condenser 37 through the registor 38 and the transistor 40 keeps the ON state. As the result, monitor output current flows through an output registor 41 and the registor 35 and the monitor signal (an ON state) is outputted to a telecontroller 4.
