PURPOSE:To obtain an inexpensive speed adjustment controller for a water wheel by installing an output restrictor for switching the deviation value of the guide vane opening degree deviation signal or a variation rate limiter for selecting the aimed value of the guide vane opening degree, onto the control side of an electric servomotor. CONSTITUTION:During the sharp closure of a guide vane, an opening degree signal judging device 22 in an output limiter 6 monitors the guide vane opening degree signal thetaa, and when a guide vane reaches a certain opening degree, the opening degree signal judging device 22 excites a relay 21. Therefore, the output of the limiter 16 is switched to a deviation quantity beta for setting an output restricting setting device 19 according to the deviation quantity alpha which an output restricting setting device 18 sets. When the output of the limiter 16 is switched to the minute deviation quantity beta, a servoamplifier 7 which receives the output of the limiter 16 as a guide vane opening degree deviation signal DELTAtheta1 gently drives an electric motor 9, and the guide vane is closed with a gentle variation rate.
