PURPOSE:To accurately grasp the operating state of an opposite side computer and to prevent the repeat of useless transmission processing by deciding the operating state on the basis of the acquired result of a specific file and an informed result from the opposite side computer. CONSTITUTION:The titled system is constituted of acquired state deciding processing 11 for outputting a specific file acquiring request from one end to the opposite side electronic computer 2, informed state confirming processing 13 for confirming whether the opposite side computer 2 is in operating or stopped in accordance with the informed state transmitted from the opposite side 2 and an operating state deciding processing 15 for deciding the operating state of the opposite side computer 2 on the basis of respective processing results. When a file acquiring result is normal, the opposite side computer 2 is in operating is decided independently of the contents of the informed state transmitted from the opposite side. When the file acquiring result faulty and the informed state from the opposite side is in operating and when the file acquiring result is faulty and the informed state from the opposite side shows non-operation, non-operation is decided.
