PURPOSE:To make the structure of the title device simple by housing a float in the water tank of a syphon and fitting a cylinder type pump mechanism to the float. CONSTITUTION:Water flows into a water tank 1 from a cistern 2 and flows into a syphon 6 from a water outlet port 5 so that a float 8 rises. Water is taken in a cylinder 9 integral with the float 8 so that the water is supplied to a cistern 11 above the cistern 2 from a cylinder 13 through a water feed pipe 12. Thereby, an inflow of water due to a difference between water levels and syphon operation make the water level up and down to pump the water so that the up and down movement of the water level is obtained by a simple device.
