PURPOSE:To make it possible to utilize as a disaster preventive center or a shelter in an emergency by furnishing antidisaster communication facilities at the center of a main deck, self-propelled cranes at the bow, and a space to accomodate numerous persons with a car park and living facilities under the main deck. CONSTITUTION:When a barge can not come alongside a pier safely in a stormy weather, for example, and on the sea where no harbor facility is available or at a seaside in a rough open sea, the bow of the barge is approached to a specific shore, and self-propelled cranes 7 and 7' on running rails 6 and 6' on a main deck of the barge are moved to the extension 1' of the main deck 1. Then, after persons and cars on the land are lifted up, the cranes are sent back onto the main deck, and the persons and the cars are hanged down on board through an opened hatch 8. The persons are accomodated in a shelter 5 at the stern and the cars are accomodated in a large bus parking space 2 at the bow. A communication tower 9 and a communication headquarters 10 play a roll to deliver various communication and instructions around the disaster area, and they are utilized as a disaster preventive center in such an area, while the shelter 5 can be available sufficiently as an emergency evacuation facility.
