PURPOSE:To prevent parts arranged on a tape from being damaged, by rotating a tape pay-off reel under tension which is obtained when a spacer retrieval reel retrieves a spacer, and by providing a torque control mechanism to the tape pay-off reel. CONSTITUTION:The leading end of a spacer 7 wound on a tape pay-off reel 2 is wound on a spacer retrieval reel 3. Then, a spacer retrieval reel drive motor 4 is rotated so that the spacer 7 is wound on the reel 3 by a predetermined amount. The tape pay-off reel 2 is rotated under tension which is obtained when the spacer 7 is wound up on the reel 3, and therefore, a tape 6 is paid off. After the spacer 7 is wound up by the predetermined amount, the motor 4 is stopped. Since the reel 2 is tend to rotate due to the inertia thereof even after the stop of the motor 4, a torque control mechanism 5 is adjusted to prevent inertia due to the rotation, thereby it is possible to make the pay-off amount of the tape 6 equal to the retrieval amount of the spacer 7.
