PURPOSE:To facilitate photographing by a hand by constituting a frame of a driver integrally with a support base, detecting the rocking of a lens barrel by an angular velocity sensor to driven an actuator to make the detected force zero. CONSTITUTION:A frame 33 including actuators 51, 52 comprising a magnet 45 and a stator winding 47 is coupled freely turnably in the panning direction with the support base 17 through shafts 43, 42 and ball bearings 40, 41. Then the rocking in the lens barrel 13 is sensed by angular velocity sensors 48, 49 and a control circuit 50 supplies power to stator windings 39, 47 of the actuators 51, 52 so that its detected output is made zero thereby driving them. As a result, the rocking of the lens barrel 13 with respect to the absolute coordinate is eliminated and blurring is reduced resulting in facilitating handy photographing.
