PURPOSE:To make uniform a mechanical stress which is exerted on an insulating sheet or a metal sheet coming into contact with this insulating sheet by a method wherein a resin layer coated with a coating material is formed on the face coming into contact with the insulating sheet of a cooling panel so that uneven parts on the surface of the cooling panel are buried. CONSTITUTION:A smooth resin layer 21 is formed in such a way that uneven parts, on the surface of a cooling panel 6, which come into contact with an insulating sheet 3 are coated with a coating material and that the uneven faces produced by a welding process during the manufacture of the cooling panel 6 are buried. Accordingly, a mechanical stress which is exerted on the insulating sheet 3 coming into contact with the cooling panel 6 and on a metal sheet 2 coming into contact with this insulating sheet 3 is made uniform and the mechanical reliability is enhanced.
