PURPOSE:To enable reutilization by once passing waste water treated in an anaerobic reaction tank through an aerobic reaction tower, and thereafter filtering it with a separation membrane module to obtain treated water. CONSTITUTION:Waste water is sent to an anaerobic reaction tank 2 by a raw water pump 1 and organic substance is decomposed, and once part thereof becomes gaseous methane and volatilizes. The effluent discharged from the anaerobic reaction tank 2 naturally falls through an aerobic reaction tower and is subjected to aerobic treatment. The water which is allowed to fall in a water reservoir 4 after passing through the aerobic reaction tower is sent to a separation membrane module 7 from the water reservoir by a feed pump 5 and circulated through the inside of the separation membrane module by a circulation pump 6. The water permeates the separation membrane and is made into treated water, and concentrate is returned to the upper part of the aerobic reaction tower and again subjected to aerobic treatment. Thereby generating amount of excess sludge decreases.
