PURPOSE:To release the static electricity of a protective layer on the outside circumference of a heat roll to assure safety and to uniformize the temp. distribution thereof by providing a conductive layer to the inside circumference of the outside circumferential protective layer of the heat roll and grounding the same. CONSTITUTION:A heating resistor layer 3 is provided on the outside circumference of a cylindrical base body 1 and the conductive layer 5 is provided via an insulating layer 4 on the outside circumference thereof. The protective layer 6 consisting of a fluoroplastic, etc., is provided on the outermost circumference. The conductive layer 5 is directly grounded to the body of a copying machine, etc. The resistor layer 3 is heated and the toner on transfer paper can be heated and fixed when electric power is supplied to said layer. Since the toner is electrostatically adhered onto the transfer paper, the protective layer 6 on the outside circumference of the heat roll is gradually charged, but the conductive layer 5 provided on the inside circumference of the protective layer 6 is grounded and, therefore, the static electricity charged in the layer 6 is released through the layer 5. The electrostatic charge on the outside circumference of the heat roll is thus prevented.
