PURPOSE:To stabilize the engine speed to a specified idling engine speed by forcibly replacing a learning value even when an external load is on the engine by an extraction control and replacing the learning value with a reduced value at an early stage. CONSTITUTION:When an idling engine speed is lowered below a specified value and the feedback-condition of the idling engine speed is established, a control unit 25 sets a feedback value so that the idling engine speed becomes a target engine speed, converts the feedback value into a duty signal, and outputs it to a duty solenoid valve 24. And, when the engine speed approaches the target engine speed, a learning value is determined. Further, based on the learning value, a lower limit value of the feedback value and a controlled value during idle running are set. In this case, when the engine speed is not lowered, it is forcibly lowered by an extraction control and feedback-controlled. At this time, a learning value is unconditionally replaced with a reduced value.
