PURPOSE:To determine a cutting length easily and accurately with am simplified constitution by detecting the cutting length of an actual material by employing a measure roll, compensating a preset cutting length, and setting an rpm ratio of a main motor and a leveller motor. CONSTITUTION:A signal 10 from a rotation detector 9 of a main motor 4 is multiplied by a factor K1 through a factor circuit 11 to become a signal 12 which is converted through a converter 13 to a voltage proportional to the frequency as a speed setting signal. A signal 17 from a rotation detector 16 of a leveller motor 7 is converted through a converter 14 to a speed feedback signal. Both the speed setting signal and the speed feedback signal are inputted to a speed control device 15 to drive the leveller motor 7. The signals 12 and 17 are introduced to a comparator 18 for comparison, converted through a converter 19 to control the speed of the leveller motor 7 through the speed control device 15. A signal 22 detected with a rotation detector 21 of a measure roll 20 for detecting the feed length of a material 2 and inputted to an operation device 23 compensates a preset cutting length L0 from which a factor K1 is computed.
