PURPOSE:To use a public line and to transmit a video signal by transmitting the part of the video signal required for a transmission by extending a time base to a band suitable for the band of a transmission line. CONSTITUTION:The video signal from a video camera or the like can be transmitted by extending the time base and lowering to the band capable of being transmitted by the public line and reproduced by compressing the time base according to a necessity in a receiving side. The video signal written in a frame memory and the internal memory of a video requiring part extracting circuit 14 is successively read below the band provided by the public line, converted to an analog signal in a D/A converter 17 and transferred to the receiving side by a public line interface circuit 18. Thereby, a fed signal is converted to an ordinary signal level by a public line interface circuit 20, and then, displayed on a monitor scope 29 as a video. |
